As we have worked through the issues identified during the Strategic Plan development process, several priorities quickly became clear and we did not waste any time moving toward solutions. We consistently heard the need to:
• Improve the 176/14 intersection
• Construct a downtown restroom facility to support visitors, businesses, and events
• Strengthen the connection between the Market Pavilion and downtown
• Support the Farmers Market
• Improve mobility throughout the City
• Prepare for the Saluda Grade Trail
• Improve communication among SCDOT Maintenance, SCDOT Design, the Saluda Grade Trail team, and the city
• Enhance roads, sidewalks, and parking opportunities.
In short, the proposed Trailside Development Master Plan (TDMP) coordinates and addresses all of these action items—and more. As these priorities emerged from the recent Strategic Plan discussions, we immediately forwarded them to the project designer, Studio Main LLC, for inclusion. An early draft was distributed for review, and we received excellent feedback. All comments have now been incorporated into the two-phase plan listed below.
The TDMP also positions the City for at least two key grant opportunities:
• Phase One – ARC Grant (50% match) – Pre-application due November 17, 2025.
• Phase Two – TAP Grant (20% match) – Withdraw the current 176/14 Intersection Project application and reapply under Phase Two.
The TDMP represents a significant portion of Strategic Plan implementation, and we are moving quickly—especially as critical grant opportunities are now available.
