A Note from the Administrator

 

As we settle into the rhythm of spring and look toward the months ahead, one theme continues to guide our work at City Hall: clearly defining roles, responsibilities, and expectations at every level of the organization. Whether we're reclassifying positions to better serve residents, wrapping up our internal Classification and Compensation Study, refining how Council agendas take shape, or preparing to recruit a permanent City Administrator, each of these efforts comes back to the same foundation — knowing who does what, how well it's being done, and what success should look like. This clarity is the cornerstone of the internal reviews we're conducting now and the growth we expect to see over the coming months. It's how we hold ourselves accountable to you, how we make the best use of taxpayer resources, and how we build a city staff that is equipped to meet Landrum's needs today and well into the future.

Each week there is a lot to get done in 24 hours and as a reminder, I am serving in this interim role part-time while continuing my law practice in Tryon. I am generally in the office at City Hall on weekday mornings.

What Happened This Week:

  • City Council Work Session and Business Meeting were held on Tuesday April 14 and a recap of those meetings can be found here.

  • Welcomed April Williams to the team formally with City Council. April will fill the Assistant Clerk role being vacated by Camille Corn who is retiring on May 15. Council decided to combine the funding for this already existing position and the funds being discussed for a part-time planner and reclassify the position to a Deputy City Administrator role. April brings a wealth of knowledge and experience to the city, and she will be handling all planning and community development related matters as well as serving as the City Clerk after a brief transition period.

  • City staff continue to attend meetings on the status of the Saluda Grade Trail and to identify what resources the City of Landrum will need to ensure the safety of residents and users along the trail corridor. More to come as those conversations develop.

  • Additional decibel readings obtained over the weekend in furtherance of updating the noise ordinance.

  • Internal changes were implemented to improve transparency and effective planning for City Council Meeting Agendas.

 

What We're Working on Now:

  • Ongoing improvements at Brookwood Park, including continued equipment repairs. Work on the large play unit steps and barrier is in progress, and a new ADA-compliant swing remains on order. Please be patient as we make these repairs. For everyone’s safety, please do not allow your children to play near work area.

  • Ongoing discussions with the property owner of Northside (Simmons St.) Park regarding clearing title so that a new lease can be entered and park improvements take place.

  • Meeting with the D1 Schools team to discuss collaboration opportunities.

  • Meeting with RCI for an overview of Code Enforcement activities.

  • The Classification and Compensation Study, conducted internally after the original vendor cancelled, is in its final stages and is expected for Council review next month.

  • Continued internal improvements to workflows and processes to ensure we are being accountable and transparent and adopting recognized municipal best practices.

  • Evaluating existing and needed ordinance updates and additions with the City Attorney.

  • Evaluation of IT service providers continues, with the goal of bringing a recommendation to the May agenda.

  • Work is underway on a City Administrator recruitment pamphlet, anticipated for Council review in May and posting for the full-time position in May or June.

Looking Ahead:

  • April 20 @ 6:00 p.m.- Planning Commission Work Session to introduce new staff, check in on existing projects, and discuss rules and procedures. Agenda can be found here.

  • April 21 4:00–6:00 p.m.- Spartanburg Regional Medical Group of Carolinas Open House.

  • April 22 @ 9:00 a.m.- Coffee with the City – Third Space Coffee & Bakery

  • April 23 @ 5:30 p.m.- Saluda Grade Trail Spring Forum @ Polk County High School. More information can be found here.
