A Note from the City Administrator

‍Week two for me hasn’t been any less busy in Landrum, but we’re starting to find a routine. It has been quite a productive week across the city as we continue moving forward with day-to-day operations, planning for the future, and in the middle of budget season.

What Happened This Week

  • Because of my background and current work in consulting, Council has asked me to complete a full Compensation and Classification Study to better understand Landrum’s competitiveness in the employment market, to ensure staffing adequacies, and ensure that positions are being used effectively.

  • Continued reviewing FY 2026–2027 revenue projections and working with staff to assess needs for the upcoming budget.

  • Met with several strategic partners on land conservation projects in the region, including Landrum, to help preserve our rural character and expand family-friendly outdoor opportunities. There are some exciting ideas and opportunities we’re looking forward to discussing with the public soon!

  • Continued meetings with the Landrum Farmers Market Board as preparations ramp up for the 2026 season and continued planning for the long-term future of a community staple.

  • Continued one-on-one meetings with staff and Councilmembers to better understand priorities, operations, and opportunities moving forward.

  • Site visit to RV Park with General Contractor and continued communication with Spartanburg County.

  • ALDI property compliance progress: Code Enforcement is working with the property owner to ensure the property remains in proper compliance with city codes. The property owner is responsible for completing and paying for the required work.

‍ ‍What We’re Working on Now

  • Organizational Improvements:
    Working with staff to develop standard operating procedures for administrative processes to improve efficiency, effectiveness, and continuity.

  • Technology & IT Planning:
    Soliciting quotes and proposals for IT vendors and CIO services to better prepare and plan for the City’s future technological needs.

  • Parks & Recreation Planning:

‍Working with Spartanburg County Parks and Recreation to define options for master planning parks and open spaces and replacing existing playground equipment. Our goal is to have an actionable plan with immediate opportunities in addition to long-term planning.

Continuing discussions with the property owners regarding logistics and a long-term plan for Northside Park. Park will remain closed until both of these issues can be resolved.

  • Regional Coordination & Infrastructure:
    Continued coordination with SCDOT’s Highway 14 and U.S. 176 teams to ensure the 14/176 intersection receives critical updates and repairs that improve both vehicle flow and pedestrian safety.

  • Public Safety & Emergency Planning:
    Began joint planning efforts with the Landrum Area Fire and Rescue District on completion of a regional All Hazards Mitigation Plan during this calendar year.

  • Grants & Economic Development:
    Continued coordination with the Appalachian Council of Governments (ACOG) on federal funding for the downtown public restrooms/care station tied to the future Saluda Grade Trail.
    Tricia is finalizing a T-Mobile grant application in support of this project as well.

  • Education & Community Coordination:
    Continued communication with Spartanburg County District One regarding the new school, which remains in early design and engineering stages.

  • Regional & State Partnerships:
    Continued conversations with regional, state, and federal partners—including MASC, ACOG, SCDOT, and SC Commerce—focused on preserving Landrum’s small-town character while investing in critical infrastructure.

  • Ordinance Review:
    Staff and Council spent time over the past weekend testing and observing decibel levels as part of the ongoing review and update of the City’s noise ordinance.

  • Business License Season:
    Business license renewals are underway, and staff are working to keep the process running as smoothly and efficiently as possible. Thank you to the business owners for your patience with us as we navigated IT issues and a new fee schedule.

City Operations Highlights

  • Revie and Scott have been on top of mowing and weed eating and have addressed several dangerous trees that required remediation or removal—great work keeping Landrum safe and looking its best.

  • Tricia, Kristen, & Maria and the Farmers Market team partnered with Landrum High School FFA students this week to prepare the Market Pavilion for this weekend’s opening. After a job well done, they enjoyed some ice cream at our downtown Cardinal Cafe—a great example of community partnerships at work.

  • Thursday, April 2, 2026: Coffee & Conversation with the City Administrator at Cardinal Coffee & Bistro 9:00am

  • Saturday, April 4, 2026: Opening Weekend of the 2026 Farmers Market Season

  • Wednesday, April 8, 2026: Budget Workshop – Expenditures

  • Tuesday, April 14, 2026: Work Session followed by Regular Council Meeting

  • Wednesday, April 22, 2026: Coffee & Conversation with the City Administrator at Third Space Coffee & Bakery 9:00am

  • Next week I begin meeting with appointed boards and other regional partners.

Community Notes

Landrum continues to see growth and opportunity, and with that comes important conversations about how we plan for the future. Our focus remains on ensuring that growth is handled thoughtfully and responsibly—through sound planning, strong partnerships, and careful budgeting—so we preserve what makes this community special.
