A Note from the Administrator

As we move further into the spring season, activity across the city continues to accelerate. This past week reflected a strong balance between day-to-day operations, community engagement, and continued progress on long-term planning and budgeting priorities. As a reminder to the public, I am in this interim role part-time while I continue to manage my law practice in Tryon, and I am usually in the office at City Hall on weekday mornings.

What Happened This Week:

· The Landrum Farmers Market officially opened for the 2026 season this past Saturday, supported by strong community participation and continued momentum, including a recently awarded $10,000 Polk County grant and an additional grant application submitted to Ag South.

· Continued progress on the Compensation and Classification Study, which I assumed internally after the original vendor cancelled the contract just prior to my arrival. This work remains a priority as we evaluate competitiveness, staffing alignment, and organizational structure.

· Staff continued preparing for the FY 2026–2027 budget, including revenue projections and departmental needs assessments in advance of the upcoming budget workshop.

· The city hosted its first “Coffee with the City” event at Cardinal Café, creating an opportunity for direct engagement with residents. Early discussions included interest in forming a volunteer group to support parks maintenance.

· Ongoing coordination with staff on park improvements, including cost-effective repairs to equipment at Brookwood Park using existing materials and resources.

· Continued one-on-one meetings with Councilmembers and began initial engagement with appointed boards to better align priorities and communication.

What We’re Working On Now:

· Budget & Strategic Planning: Preparation for the April 8 Budget Work session, which will focus on a high-level discussion of the City’s current financial position, strategic priorities, and anticipated FY27 expenditure needs.

· Organizational Transitions: April Williams began work today, Monday, April 6, as Deputy City Administrator –

· Planning and Administration, supporting administrative operations and long-term planning initiatives. April, brings a wealth of experience and knowledge to the City of Landrum and will fill the position opening upon Camille Corn’s retirement in May. This position will be a combination of the existing Assistant Clerk duties and planning and community development duties identified by Council and the public as critical to the future of Landrum.

· Technology & IT Planning: Continued evaluation of IT service providers to replace existing systems and position the city for more reliable and scalable technology support.

· Parks & Facilities Maintenance: Ongoing maintenance efforts across city parks, including tree work, mowing, and targeted equipment repairs to improve safety and usability.

-A new ADA compliant swing is on order for Brookwood Park and a new ramp will be installed.

-Next week, steps on the large play unit will be removed, a hard barrier will be put into place, & steps will be repaired and recovered. We appreciate your patience as more improvements continue.

· Grants & Partnerships: Continued work on grant applications and coordination with regional partners to support community projects and economic development initiatives.

· Recruitment Planning: Initial work is underway on a recruitment pamphlet for the City Administrator position, which is anticipated to be ready for Council review in May and posting this summer.

City Operations Highlights:

· Public Works crews continue to maintain city rights-of-way and parks, addressing tree hazards and seasonal upkeep.

· City staff continue to seek out grant funding and public-private partnerships to bring Landrum’s strategic priorities to life.

Looking Ahead:

· April 8: Budget Work Session: Expenditures – 6:30 p.m. City Hall Council Chambers

· April 14: Council work session and Regular Meeting and recognition of the Lady Cardinals Basketball State Championship team

· April 21: Spartanburg Regional Medical Group of Carolinas will host an Open House (4:00–6:00 p.m.)

· April 22: Coffee with the City – Third Space Coffee & Bakery

Community Notes:

Landrum continues to build momentum through thoughtful planning, strong partnerships, and meaningful community engagement. As we move through budget season and into the summer months, our focus remains on maintaining service levels while positioning the city for sustainable, long-term success.
